Norfolk Safeguarding Children Partnership to Launch Multi-Agency Child Protection Test and Learn Pilot
We are pleased to announce the launch of a new Test and Learn pilot in the Norwich and South area to help shape the future of multi-agency child protection in Norfolk.
22nd October, 2026
As part of the national Families First Partnership Programme, safeguarding partners across the country are being asked to develop Multi-Agency Child Protection Teams (MACPTs) and implement the new approaches to joint decision making system wide. In Norfolk, partners are committed to taking a measured and evidence-informed approach to this work, building on the strengths of our existing safeguarding arrangements while exploring how we can work even more effectively together to protect children.
From November 2026 to April 2027, partners from social care, police, health and education will work together in Norwich and South to test elements of a future multi-agency child protection model. The pilot will provide an opportunity to learn what enables effective joint working, understand any challenges, and identify what should be retained, adapted or developed before any wider implementation is considered.
The pilot will explore how professionals can work more collaboratively to strengthen decision-making, improve how risk is understood across agencies, enhance protection planning and support better outcomes for children and families. Learning will be gathered throughout the pilot and used to inform future decisions across the partnership.
The NSCP recognises the expertise that already exists across Norfolk's safeguarding system and is committed to ensuring that the experience and insight of practitioners and partners help shape future developments. Regular engagement opportunities will be provided throughout the pilot to support collaboration, reflection and learning.
